Last May, President Donald J. Trump offered a lifeline and commuted the federal prison sentence of Larry Hoover, one of Chicago's most notorious gang leaders. On the federal side, an obstacle has been removed. But it's not over. There remains an additional obstacle to eliminate on the State side. Hoover still faces up to 200 years in prison in the state of Illinois.
